Some profiles can use gif images as their avy, some can't. It's not really an important issue, so it's never been looked into.
I can have a gif as my avatar, but if I were to edit your stuff and put the same gif as your avatar, it would more than likely just be a still picture (assuming you can't use a gif already on that account).
